This was something I was going to do eventually, one, the mass amount of unfixed bugs, and two, because no one else updates their bug list. Most all of this list is verified, I am posting this for the developers to use and I will test these once I verify this list.
Under no circumstances is every bug here still in place at all times, I will make effort to mark fixed bugs as they are fixed.
Chaos altar in chaos warrior area just north of Yanille doesn't work. Agility shortcuts within that dungeon do not function and the shortcut back is inoperable. [confirmed]
Two or more people cannot steal from the same stall at the same time. [confirmed/intentional]
Dye usage on capes gives 0 exp, should be 5 every time. [03/06/2018 confirmed]
Trees appearing to be uncuttable, then later can be (due to local map render mismatch)
Fishing spots inoperable on Asgarnia's shore and the eastern most spot above Seer's Village and missing from locations north of Seer's village as well as Relleka's spots missing; fishing spots missing from below the Baxtorian Falls [confirmed]
Slayer masters will only give tasks based on what is available [due to unfinished content]
While stealing from stalls, a guard trapped in a building can still catch you [confirmed]
Master Farmers do not catch you stealing from seed stall [confirmed]
Combination runecrafting and use of binding necklace non-implemented [confirmed]
Safespotting difficult as player prefers to engage at melee range with obstructions to fire ammo, especially shooting from a distance outside of the target's walk distance; humanoid-sized npcs always walk around obstructions you can fire over. [confirmed/intentional]
Barley cannot be cooked and beer has yet to be able to be brewed.[confirmed]
Bones to bananas inoperable with big bones [intentional; big bones didn't work until 2009; source, runescape.wikia.com]
Spells or Ammo fired/thrown travels at the same speed no matter the distance such as the slow motion effect while tank ranging/maging reducing recast/reshoot times [testing]
Silver and gold bars used on an anvil having a hammer brings up the steel smithing interface [confirmed]
Smithing creation items are shown as default on every smithing interface; the bronze menu should have everything listed including missing bronze wire, iron has everything except iron spits and oil lantern frames, steel has everything except studs and bullseye lantern frame, mithril and higher interfaces are accurate; no menu should have blank options [confirmed]
Pearls cannot be chiseled [confirmed]
Claws can be smithed before Death Plateu is complete Darts, too, before Tourist Trap. [testing]
Claws have hand to hand combat styles [confirmed]
The prayer smite uses prayer points but doesn't drain your opponent's prayer with damage. [confirmed]
Level status behaves in their respected areas with unbalanced efficiency besides level requirements to wield or use the tools, or gather said resources [confirmed]
Non-respawn of resources upon render range travel and return if they have yet to respawn [confirmed]
While thieving, if your target for pickpocketing has another npc in between you and your target your character will not move in for a pickpocket until the blocking npc moves out of the way. [testing]
Pickpocket option for paladins doesn't show up in their option list.for the npc id 365 which are in the entrance to Ardounge Castle, yet near the market the paladin there is id 20 and can be pickpocketed.[confirmed]
Upon death, an npc does not always drop their 100% drop when they die.[confirmed]
NPC sound effects not operating properly for some human NPCs in combat [testing]
With any NPC that you can currently safespot, in managing ranged attacks the npc can hit one time while being two tiles away as if in melee range with no ability to have or acquire a follow route proper [confirmed/intentional with a halberd]
If under attack by a humanoid npc, attempting to trap the npc does not prevent the npc from clipping through it due to npc preferring to attack from an east/west direction if combat is close quarters [testing and getting approval for intentional]
Evil Chicken does not overtake combat precendence when it occurs while in single way combat [confirmed]
Bareak, fur trader of Varrock Market doesn't buy grey wolf fur or bear fur, he has no dialogue [testing]
Guard lvl 37 in Game Room (1087), Warrior Woman lvl 24 (15), Hero lvl 69 (21), Paladin lvl 62 (20) Knight of Ardounge lvl 46 (23) has no combat animation [testing]
Lantern frames, bronze wire and iron spit graphics in smithing interface are missing in appropriate metal interfaces; Grapple hooks weren't implemented for the record until a later revision in which crossbows could be crafted for the requirement of utlizing a mithril or higher crossbow to use grapple points [confirmed]
Skill Guide Entries: Magic: Ancients is using one graphic for all of that book's spells as each spell has its own graphic; Crafting guide missing entries for silver sickle, lightning rod, rod of ivandis, snelm helms, opal and pearl tips, and magic tree roots; iron menu missing iron sheets at level 44 and steel menu missing cannonballs at level 35 and bullseye lantern frame at level 49 (note to self, provide proper graphical ids for any ancients spell) [confirmed]
Final death animation sticks occasionally to slain NPCs upon respawn [testing]
High graphic capability with plenty of CPU tends to stutter gameplay due to no frame limiter [rare, confirmed]
The 3-dose potion used on a 3-dose potion causes the latter to be decanted [confirmed]
Descending twice before going underground can put you in the void. Conversely, ascending more than once in the underground can put you on a level above your destination. [testing]
Bottles of wine sell to Fortunato for 198 at base stock, should be 465 each sell and high alch and bought for 775 until after starting Rag and Bone Man Quest [confirmed/will be tested after Rag and Bone Man comes out]
None of the skilling implements work in Relleka, sand pit, furnace, clay equipment. [part of using them involves being a Fremennik; marked for testing]
Ammo stops a stack count on the ground at 25 ammo fixed, but all ammo will collect in single amounts after a single 25 arrow stack accumulates [testing]
Rimmington mine has incorrect ore [confirmed; animations pending]
Non-note non-stacking NPC purchases of five and ten do not fill remaining slots less than specified purchase inventory space [confirmed]
Door shortcut to Edgeville Dungeon that requires a key does not open and close while going through them.[testing]

Games Necklace only teleports to Game Room instead of an alternative teleport option to Barbarian Outpost. [The Barbarian Outpost Minigame doesn't exist on Rune Rebels map]
Pastry items cannot be crafted, including pizza base, and pie base. [fixed]
Slew of Ice Warriors and Ice Giants missing from majority of Ice Plateau F2p side. [fixed]

Attack guide still has godswords and god weapons listed and three empty entries in the special weapon section; Defense guide has all three initiate armors missing graphics and any entry starting at the god armors and beyond were never in our revision including eight non-consecutive empty slots for level 78 and Zuriel's Robes; Ranged guide has the last two entries at level 78 as blank in the thrown section; Prayer guide is missing graphics for initiate armour in equipment; Magic guide shows requirements for armour not in revision specifically of Zuriel's Robes, in weapons mud staves are missing graphics for battlestaff and mystic staff and Zuriel's staff is listed but not in our revision; Mining guide has switched graphics of mithril and adamant pickaxes; Smithing guide shows black plate legs for iron plate legs, bronze kiteshield for mithril kiteshield; Fletching guide missing all bolt fletching requirements [intentional, as of revision build bolts and crossbows are unfletchable]; Agility guide possibly using wrong graphics for many shortcut icons (to be verified on Runescape OldSchool); [fixed]
Any potion below four doses except weapon poisons can't be filled with other dose potions [fixed]
