There is an offtopic/spam board but its more for forum games. I do think this would be a good idea if post count was disabled.

Support, every decent forum has an Off Topic section. Why this doesn't is beyond me.

No, it's not spam just because it's in Off Topic...idk what forums you use, but Off Topic sections, when active, have pretty interesting discussions going on. With similar logic, w/e is currently being used as Off Topic (General?) should have post count disabled.
