Well according to James, the ::players command has a feature of showing the entire player list if the global player count is less than 30, and when there's a larger amount of players online, it only gives the player that typed in the command a count without showing the names.Interesting idea. I do agree that having a ::yell command with a player count under 35 would be very helpfull :P
Perhaps this unique feature can be used for the same purpose, e.g player count under 35.

They can add a timer per yell to stop spam and for those that yell useless or inappropriate things, they will be muted from global chat.
Anyways, I don't even agree with a ::yell command...

I don't believe Moderators can. If they can it's news to me.

I think way back when before I was a moderator I saw a mod do it but i'm not 100% sure.
I remember back when rune rebels actually had this feature, it was pretty cool, when the player count increased, it became more spam then a useful tool, now that the player count has reduce a little bit, I think it wouldn't hurt to add it back temporarily for the time being, I remember a command called ::enableyell and ::disableyell for mods to use and control the yell when people are abusing it, or spamming, etc. Overall, my decision is yes, it wouldn't hurt to add this back, don't know about others though.
